Windows 2k and later with NTFS support a feature called junctions which behaves like symlinks in UNIX. However it does not come with any tools to create these symlinks. (Except for Vista) Junctions can be created with the following software: http://technet.microsoft.com/en-us/sysinternals/bb896768.aspx
